Due to the fire-resistant properties found in asbestos, up until 1980, practically all buildings used materials containing asbestos. Asbestos is a mineral that is naturally occurring, versatile, and relatively cheap. But, once severe health risks were confirmed (inhalation of the fibers can cause cancer, among other illnesses) the use of asbestos was banned. While it hasn't been used in most new construction for years, it continues to hide in old structures. If left undisturbed, asbestos typically is harmless. However, it can easily become airborne during renovation and/or demolition.
The State of Washington has enacted strict regulations for the removal of asbestos in projects where asbestos may be exposed during construction or demolition.
Washington State is Serious About Asbestos Regulations
Asbestos Abatement (Removal) Contractors must be certified. They are required to notify the Washington Department of Labor & Industries at least 10 days prior to starting an abatement project.
Failure to test and secure an asbestos report prior to any construction can result in a minimum fine of $250 per day, both for the contractor and the building owner.
Exposure of workers to airborne asbestos may result in additional fines.
